What the UK’s new defence offset policy could mean for engineering suppliers

What the UK’s new defence offset policy could mean for engineering suppliers

The government published its UK Offset Policy on 30 October 2026, setting out how selected overseas defence and security purchases could generate additional benefits for UK industry.

The policy’s default threshold is a procurement contract value of £50 million or more, although the Ministry of Defence can adjust this where justified.

The government says offset requirements will begin applying to selected procurements from April 2027.

How could UK businesses benefit?

Where the policy applies, overseas suppliers will enter into a separate agreement covering additional activity that benefits the UK.

Recognised routes include:

  • Contracts with UK suppliers.

  • Investment in manufacturing facilities and industrial capability.

  • Technology and know-how transfer.

  • Research, development and innovation.

  • Training, apprenticeships and skills development.

  • Maintenance, repair and support capability.

Application will be selective and subject to legal, commercial and strategic considerations. Individual opportunities will depend on the procurements and offset projects approved.

What should engineering suppliers consider?

Our view is that the announcement gives UK suppliers a useful reason to review how they present their capabilities to defence contractors and potential partners.

A clear capability statement should explain relevant manufacturing processes, technical experience, quality systems, available capacity and the work carried out in the UK.

Businesses exploring the sector should also establish the customer-specific requirements for security, traceability, testing and supplier approval.

Building relationships early can help suppliers understand where their expertise could fit as programmes develop.
